“Kaohsiung City GPT”: A GenAI-Powered Smart City

Kaohsiung, Taiwan – Kaohsiung City has unveiled its ambitious plan to establish itself as a world-leading smart city, with a key focus on the development of “Kaohsiung City GPT.” This proprietary Generative AI (GenAI) platform will leverage Large Language Model (LLM) and Vision Language Model (VLM) data tailored to the city’s unique characteristics, aiming to significantly enhance public service delivery and drive digital economic growth.

Charles Lin, Deputy Mayor of Kaohsiung City Government, stated, “Our primary objective is to cultivate a robust cross-industry ecosystem by seamlessly integrating 5G, AI, and IoT technologies into our government services, thereby generating new business opportunities and propelling the city’s modernization.”

Kaohsiung City GPT: The Cornerstone of Urban Advancement

Lin highlighted that “Kaohsiung City GPT” represents a collaborative effort involving the Kaohsiung City Government, Nvidia, Chunghwa Telecom, and various domestic and international partners. The platform is strategically designed to:

• Address Localized Challenges: Utilizing Kaohsiung-specific datasets, the AI is programmed to comprehend and respond to the nuanced needs of the city’s residents in their native language.
• Elevate Service Efficiency: GenAI’s analytical capabilities enable it to process complex scenarios and provide data-driven recommendations, optimizing public service delivery.
• Fortify Cybersecurity Infrastructure: Developing an in-house AI platform empowers the government to exercise greater control over data security, minimizing the risk of sensitive information breaches.
• Establish an AI-Driven Framework: Kaohsiung is committed to constructing a comprehensive AI infrastructure ecosystem, with a particular emphasis on LLM and VLM technologies, to facilitate precise and efficient urban problem-solving.

The city government has committed to fully fund this development.

Advancing Smart Healthcare Solutions

In addition to its GenAI initiatives, Kaohsiung is also prioritizing the advancement of smart healthcare solutions. Collaborating with over 18 hospitals and the Taiwan AI Lab, the city seeks to:

• Maximize the efficient allocation of medical resources.
• Establish secure platforms for medical data sharing, ensuring patient privacy.
• Accelerate medical image analysis through AI-powered diagnostic tools.
• Export Smart medical platform. Currently having cooperation with Kanchanaburi province in Thailand.

Lin emphasized the city’s commitment to developing digital twin technology, which will create virtual models of urban environments to simulate various scenarios, including rainfall patterns and traffic flow. This will be especially helpful due to the very long dry season followed by heavy rain fall in the wet season, effecting water management greatly. Digital twin is also used to analyze traffic and to help with disater control.

Kaohsiung aims to position itself as a regional leader in AI development by:

• Developing a versatile AI platform capable of supporting a wide range of software applications.
• Forging strategic partnerships with industry leaders such as TSMC to develop cutting-edge AI processing chips.
